All people or agencies interested in providing services to people served by the San Gabriel/ Pomona Regional Center should submit a letter of interest (PDF) to Community Resources Department prior to submitting a vendor application. Once the letter of interest has been reviewed by a Resource Developer and it has been verified the applicant meets the minimum qualifications, per Title 17, the potential provider will be contacted and may be provided with writing guidelines if the service type requires one. The Resource Developer will guide the applicant through the vendorization process and provide them with the vendor application once all other forms or documents have been obtained.

The vendor application will include a variety of forms, all of which must be completed. The general vendorization requirements for all service categories are specified in Title 17, California Code of Regulations, Sections 54300 – 54390: Vendorization.

What’s the Timeline for Getting Vendored?

SG/PRC is excited to partner with agencies that have the same passion to support the individuals we serve; therefore, a Resource Developer will work with the potential vendor on the development services. The RD will provide guidance for the particular service being developed since not all services have the same exact requirements. In general, once the vendor application has been submitted along with any other forms, the San Gabriel/Pomona Regional Center has 45 days to review the vendor application for completeness. If approved, the Regional Center issues a Service Provider Approval Letter that contains the provider’s assigned vendor number, approved service code, agreed rate of reimbursement and effective date.

Reimbursement Rate:

The service provider’s rate of reimbursement is determined according to the service category, as specified in Title 17 Regulations. There are several types of rate methodology structures. They include:

  • Schedule of Maximum Allowable Rates (SMA) — in which the SMA rate, as established by the Department of Health Services for services reimbursable under the Medi-Cal program, is applied;
  • Negotiated Rate — in which the rate is mutually agreed upon by the Regional Center and the service provider for a specific service and time frame, according to the rates for comparable services in the region;
  • Cost Statement in which the rate is established by the CA Department of Developmental Services and is determined by a formula based upon the service provider’s program, allowable cost, client attendance and income;
  • Adjusted Rate Model (ARM Level) rates for residential services licensed by the Community Care Licensing division of the CA Department of Social Services. These rates are set by the CA Department of Development Services: DDS Reimbursement Rates.

Can I Get Vendored with Any Regional Center?

Each Regional Center is responsible for a defined geographic area. Regional Centers may approve only those service provider applicants whose business addresses are within that Regional Center’s assigned service area. To find your vendoring Regional Center use DDS’s Regional Center Lookup.

What Is Courtesy Vendorization?

Service providers are vendored by the regional center in whose service/catchment area the service is located, known as the “Vendoring Regional Center”. However, other Regional Centers seeking to utilize services by a provider outside of their service area may be vendored as a “courtesy vendor”. The Regional Center seeking to courtesy vendor a provider will contact the vendoring regional center to initiate that process. A provider, likewise, may initiate contact with a Regional Center and seek courtesy vendorization.

How Soon Will I Receive Referrals?

Completing the vendorization process does NOT guarantee client referrals. Approval of a service provider application means that the service provider is eligible to provide the selected service for individuals served by the Regional Center at the approved/designated rate of reimbursement.
