- The Lanterman Act states that people with Developmental Disabilities have the same legal rights and responsibilities guaranteed to all other persons by federal and state constitutions and laws. The Regional Center system has been given the charge of advocating and protecting the rights of people with developmental disabilities.
- The Department of Developmental Services is responsible for providing services to Californians with developmental disabilities through contracts with a state network of 21 Regional Centers. DDS provides oversight to the Regional Centers through specific, measurable objectives that are reviewed by the public annually.
